In fact, we may be entering a new cycle of far-right extremism across the continent, with heavy stakes for the next European elections in June 2024.

A far right moment

    • Last year, in France, Marine Le Pen won an all-time record-high 41.5% of the vote in the second round of the presidential election.
    • In Hungary, Fidesz took 54% of the vote in the parliamentary elections, landing Viktor Orbán a fourth consecutive term.
    • In Eastern and central Europe, the far right is on the rise in Estonia, Croatia, Romania and Bulgaria.

Multiple layers of resentment

    • Their nationalist and anti-establishment rhetoric resonates with growing political discontent among citizens, along with popular demand for authoritative and strong leadership.
    • According to the region, ultraright politicians have taken a variety of stances toward Russia.
    • The European elections of June 2024 are likely to see the far right entrench itself more deeply into the political landscape.

Voting intentions and seat projections for far-right parties in Europe

    • Marine Le Pen has already begun a diplomatic blitz to rally her European far-right allies, and recently launched an offensive against Giorgia Meloni, her main rival for far-right leadership in Europe.
    • In Hungary, Viktor Orbán is set to secure about his 2019 level of support, but is still isolated within the European far right.

Cutting cordon sanitaires

    • In many countries, far-right parties have achieved a strategic equilibrium between government credibility and radical politics.
    • Soon Austria may be added to the list, and possibly Belgium where the growing popularity of the Vlaams Belang is putting the country’s cordon sanitaire under greater strain.
    • Such contagion has been most visible in the co-optation of far right’s restrictive immigration policies in those countries.

How European parliamentary blocs could evolve

    • Other far right, pro-Russian parties such as Orban’s Fidesz remain with the Non-Inscrits (unaffiliated).
    • Bolstered by her success in Italy, Giorgia Meloni is seeking a rapprochement with the European People’s Party (EPP), which would pull the ECR toward the centre of European politics.
    • Meloni’s strategic downplay of European and immigration issues certainly opens the door to a broader alliance of the European right.
    • The chair of the European parliamentary group, Manfred Weber, has clearly indicated that future EPP allies should respect the rule of law and unequivocally support Ukraine, singling out the Polish PiS for its illiberal drift.

Gaining ground

    • There is no denying that Scholz’s coalition government, formed in December 2021, has been dealt an exceptionally difficult hand.
    • It also just so happens that the issues coming to the fore are the same issues that aggravate the differences between the governing coalition partners.
    • Energy and climate policy are sources of particular disagreement between the Greens (and to a lesser extent the SPD) and the pro-car, climate-cautious FDP.
    • The Greens and SPD are focused on investment while the FDP is all about balanced budgets and lower taxes.

Elections ahead

    • A series of nearly back-to-back elections (two major state polls this autumn, followed by European elections in May 2024) will give a substantial incentive for coalition parties to seek to advance their own profiles at the expense of their partners.

866 officials surveyed

    • On questions related to state intervention in the economy, gun control, immigration, or abortion, the majority of both Republicans and Democratic representatives surveyed believed that a greater share of citizens supported right-wing policies than what public-opinion data revealed.
    • We were curious whether conservative bias in politicians’ perceptions of public opinion was limited to American politics or was a broader phenomenon.
    • To explore this, we interviewed 866 politicians in four democracies that whose political systems differ from each other and from that of the United States: Belgium, Canada, Germany and Switzerland.
    • In all four countries, and on a majority of issues, politicians consistently overestimate the share of citizens who hold right-wing views.

The result of lobbying?

    • We tested this explanation in our studied countries, but could not find evidence to support it.
    • The right-wing citizens in our sample are not more politically active, and therefore visible, than their left-wing counterparts.
    • Yet the idea that politicians’ information environment might be skewed to the right can find support in other work.
    • The observed conservative bias might also be associated with what social psychologist call “pluralistic ignorance” (i.e., misperceptions of others’ opinions).

A threat to representative democracy

    • Irrespective of the sources of the conservative bias, the fact that it is persistently present in a variety of different democratic systems has major implications for the well-functioning of representative democracy.
    • Representative democracy builds upon the idea that elected politicians are responsive to citizens, meaning that they by and large attempt to promote policy initiatives that are in line with people’s preferences.
    • A 2020 study in Switzerland has shown that a sustained use of direct democracy might help politicians better understand public opinion.

Reactions to the Capitol Hill insurrection

    • In order to answer this question, my colleagues and I studied European right-wing populists’ reactions to the Jan. 6 insurrection.
    • Our analysis focused on statements made by prominent right-wing populists shortly after the Capitol Hill riots.
    • We analyzed more than 400 statements from eight European countries, examining the rhetoric of politicians in Germany, France, the United Kingdom, Spain, the Netherlands, Italy, Hungary and Poland.
    • After the insurrection, Geert Wilders, leader of the right-wing Dutch Party for Freedom, could not hide his shock.
    • Similarly to Orbán, Polish President Andrzej Duda stated the events in Washington were an “internal affair,” adding that “Poland believes in the strength of the American democracy.”

Uneasy choice

    • Our findings revealed that European right-wing populists found themselves facing the uneasy choice of either condoning an ideological ally or condemning the subversive acts at the Capitol.
    • Some got themselves out of this quandary by denouncing the violence against the institution but leaving Trump out of it.
    • Right-wing populists across Europe faced a difficult balancing act trying to maintain a correct position on the insurrection without fully rejecting Trumpism.
    • That could constitute the final nail in the coffin, resulting in populists abandoning or at least distancing themselves from Trump’s 2024 campaign.
