  • Standards for equality bodies - vote on provisional agreement
    On 11 January 2024, EMPL and FEMM Committees voted on the provisional agreement resulting from interinstitutional negotiations on "Standards for equality bodies in the field of equal treatment and equal opportunities between women and men in matters of employment and occupation, and deleting Article 20 of Directive 2006/54/EC and Article 11 of Directive 2010/41/EU".
  • In a record time of almost two weeks, the co-legislators succeeded to reach a provisional agreement on 12th December 2023 in Strasbourg during the second, and closing, trilogue.
  • The agreement was already approved in Coreper on 20th December 2023.
  • The new legislation aims to strengthen powers and independence of equality bodies and to eliminate differences of unequal protection of persons experiencing discrimination across the EU and of an inadequate implementation of the EU's equal treatment legislation.

    On 24 October, the EMPL and CULT Committees jointly held a vote with regard to a legislative own-initiative report on an EU framework for the social and professional situation of artists and other persons working in the cultural and creative sectors (CCS), with view to improving their working and living conditions in the EU.
  • Concretely, the main asks of the report include a request to the Commission to propose a Directive on decent working conditions in the CCS and one or more Decisions, including to set up a European platform to encourage cooperation and exchange of best practices between the Member States, as part of an EU Framework of relevant measures.
  • After the vote in Plenary (November II session), the Commission will have three months to reply to Parliament's request by adopting a specific communication stating the intended follow-up actions to be taken.

    On 28 June, EMPL Members will hear a presentation of a study that the committee commissioned on "Minimum health and safety requirements for the protection of mental health in the workplace.” This study examines the existing national legislation and best practices implemented in EU Member States concerning the safeguarding of mental health in the workplace.
  • It highlights the inadequacy of current EU and national efforts in effectively protecting employees from psychosocial risks.
  • Consequently, the study concludes that EU-level legislation is necessary to establish minimum health and safety requirements specifically addressing work-related psychosocial risks and promoting mental health in the workplace.
  • After the presentation Members will have exchange of views with the Commission, including on the recent Commission communication on comprehensive approach to mental health.
