    Following the vote on the 1170 budgetary amendments to the Council's reading of the 2023 EU Budget on 2 October, the Committee on Budgets will, at its 9 October meeting, vote on a report prepared by the General Rapporteur on the 2023 budget (Section III - Commission), Mr Siegfried Muresan (EPP) and the Rapporteur for other sections, Mr Nils Usakovs (S&D), which will reflect and accompany the outcome of the budgetary vote.
  • The Resolution and the budgetary amendments will be debated and adopted in the European Parliament's plenary sitting in Strasbourg on 16-19 October.
  • The first conciliation meeting between the Council and the Parliament is scheduled for 26 October.

    Members from the Committee on Budgets and the Committee on Economic and Monetary Affairs will hold the 12th Recovery and Resilience Dialogue with Valdis Dombrovskis, Executive Vice-President responsible for an Economy that Works for People, also in charge of Trade, and Paolo Gentiloni, Commissioner for Economy.
  • The focus of the Dialogue will be on the state of play of Recovery and Resilience Facility (RRF) implementation, in particular as regards the Commission's assessment of national recovery and resilience plans and the requests for additional loans submitted by 31 August 2023, latest payment requests by Member States, as well as Member States' progress towards achieving agreed milestones and targets.
  • The Commissioners are also expected to address how the integration of RePowerEU will increase resilience of Member States as well as the financing aspects of the RRF.
  • The Recovery and Resilience Dialogue is organised under Article 26 of the Regulation establishing the Recovery and Resilience Facility to ensure greater transparency and accountability in implementation of the Facility.

    Council's reading on the 2024 EU budget has been adopted by COREPER on 12 July 2023 and will be submitted to the Council for approval.
  • Compared to the Commission's Draft Budget 2023, The Council cuts EUR 771.9 million in commitments and EUR 516.4 million in payments for the MFF Headings.
  • The general rapporteur for the Budget 2024 - Section III (Commission), Siegried Mureşan, will present to the committee a working document analysing the Council's position and drawing an initial assessment in the light of Parliament's priorities.
  • This working document and the debate among BUDG Members will contribute to the preparation of Parliament's reading, consisting of budgetary amendments and the accompanying budgetary resolution, scheduled for adoption at the October II plenary session.
