Following the vote on the 1170 budgetary amendments to the Council's reading of the 2023 EU Budget on 2 October, the Committee on Budgets will, at its 9 October meeting, vote on a report prepared by the General Rapporteur on the 2023 budget (Section III - Commission), Mr Siegfried Muresan (EPP) and the Rapporteur for other sections, Mr Nils Usakovs (S&D), which will reflect and accompany the outcome of the budgetary vote.
The Resolution and the budgetary amendments will be debated and adopted in the European Parliament's plenary sitting in Strasbourg on 16-19 October.
The first conciliation meeting between the Council and the Parliament is scheduled for 26 October.

Following a workshop on ‘EU borrowing costs: drivers and dynamics - A comparative perspective’ for the Committee on Budgets took place on 22 May 20231, experts have estimated that yearly interest costs borne by the EU budget could increase quickly in the next few years to reach €10.8 billion.
Members requested the experts to deliver a follow-up briefing to provide detailed answers to a number of questions raised during the workshop.

- an update of the spreads between the EU and other major European sovereign issuers,
- a projection of the total costs of the NGEU borrowing until 2058,
- an assessment of the adequacy between such a projection and the second batch of own resources,
- an evaluation of the savings resulting from a tentative tightening of the spreads,
- additional recommendations to reduce and optimise EU interest rate costs.

On 6 July 2023 Members of the Committee on Foreign Affairs (AFET) and the Committee on Budgets (BUDG) will hold a debate with a representative of the European Commission on the proposal for the Ukraine Facility.
This new single financing instrument aims to provide coherent, predictable and flexible support to Ukraine for the period 2024-2027, catering both for short-term recovery needs and medium-term reconstruction and the modernisation of Ukraine, with a clear link to the country's accession path.

On Thursday, the Committee on Budgets approved Belgium’s request for support from the European Globalisation Adjustment Fund for Displaced Workers (EGF).

On Thursday, the Committee on Budgets approved Belgium’s request for support from the European Globalisation Adjustment Fund for Displaced Workers (EGF).
MEPs acknowledged that “the COVID-19 pandemic and the Russian war of aggression against Ukraine have reduced economic competitiveness and have a negative impact on economic growth in Belgium”.
The total estimated cost of these measures amounts to approximately €2.5 million, of which the EGF will cover 85% (€2.2 million).
Member states can apply for EU funding when at least 200 workers lose their jobs within a specific reference period.

The Committee on Budgets will host a presentation by Commissioner Hahn on the mid-term revision of the Multiannual Financial Framework proposing targeted reinforcements in a limited number of priority areas.
The Commission's main objectives include inter alia securing continuous financial support for Ukraine, reinforcement of financing for migration and external challenges, as well as funding for key technologies like deep tech and digital, clean tech and biotechnology under the initiative Strategic Technologies for Europe Platform.
