Tsikhanouskaya was the principal opponent of Aleksandr Lukashenko in the Presidential Elections of 9 August.

Key Points:
  • Tsikhanouskaya was the principal opponent of Aleksandr Lukashenko in the Presidential Elections of 9 August.
  • She ran instead of her husband, a well-known blogger who was jailed in May 2020.
  • Lukashenko miscalculated, thinking that a 37-year old woman, a former teacher and a housewife would not pose a challenge.
  • Following the election, Tsikhanouskaya has been forced to leave the country on 11 August and remains in exile in Lithuania since then.

    • It is impressive and may I say, moving, to see hundreds of thousands of Belarusians who every weekend have come out to protest peacefully, with courage and dignity.

The EU’s four lines of action

    • So today, the discussion among ministers was all about lines of action that the EU could pursue to give substance to our political stance.
    • We agreed to pursue four basic tracks: First, sanctions.
    • A package of around 40 names and entities has been prepared, which targets those responsible for the electoral fraud, the repression of peaceful protests and state-run brutality.
    • Unfortunately, the sanctions have not been adopted yet, because it requires unanimity and one EU Member State was not ready to join the consensus.
    • In the meantime, we will continue to re-evaluate the list of 40 names on a permanent basis, in light of events.

The time has come for the EU to call things by their name: Mr Lukashenko has lost all legitimacy.

    • With the imminent, attempt by Mr Lukashenko to organise a pseudo inauguration (possibly already this week), the time has come for the EU to call things by their name: Mr Lukashenko has lost all legitimacy.
    • It is clear that the Coordination Council must be included in a forthcoming national dialogue.
    • They are clearly calling for the holding of new, free and fair elections under international observation.
    • We also support the proposal by the current and future OSCE Chairman in Office, Albania and Sweden, to go to Minsk.
    • Until now, Lukashenko has refused to engage with the European Union at any level.

There should be no third party interference; the destiny of Belarus should be decided by its people and them alone.

    • Whats happening in Belarus is not a geopolitical issue; it is not about choosing a side, between the EU and Russia.
    • There should be no third party interference; the destiny of Belarus should be decided by its people and them alone.
    • We know of course about Belarus historical, political and cultural ties with Russia.
    • At the same time, they can be helpful in convincing the Belarusian authorities to enter into dialogue with the pro-democracy groups.
    • We want to use all instruments and levels of engagement bilaterally, but also regionally including in the Eastern Partnership framework.
    • And indeed, the fourth and final line of action is about EU support to the Belarusian population.
    • We are looking, also with Member States, how we can scale up our support in that crucial area.

Key Points:
  • Before the Council [of Foreign Affairs Ministers], the Ministers had the opportunity of receiving Ms [Sviatlana] Tsikhanouskaya, the leader of the Belarusian opposition.
  • We consider these elections falsified, we do not recognise the results and so we do not recognise Lukashenkos legitimacy.
  • We do not seek to interfere in the internal affairs of the country.
  • We just want to support people who are asking to have a political system that allows them to elect their rulers.
  • We only ask for a national dialogue on how to resolve the current crisis, and for free and fair elections.
  • We have also discussed the review of our overall relations with Belarus and further financial support to the civil society and independent media.
  • Since the beginning of the year, the oil blockade has cost to Libya more than 10,000 million dollars.
  • Just compare this big figure with the amount of our help, which is, in the best of the cases, some hundred million dollars.
  • The country is losing its revenues and, at the same time, they are lacking electricity and water in the main cities.
  • We agreed to step up our efforts for the resumption of the political dialogue in the framework of the Berlin process.
  • We are not doing everything that is needed, but nobody is doing more than the European Union on that side.
  • As you know, the Summit and the Ministerial meeting of the Foreign Affairs Council has been delayed I am afraid - until next year.
  • [The Foreign Affairs Council] will have a comprehensive discussion on Russia next month.
  • This will be the main issue to deal with at the forthcoming European Council, where I will inform about the debates of the Foreign Affairs Council.
  • It has consequences for example for the participation of Belarus in the Eastern Partnership or in meetings at high political level.
  • I will do whatever I can in order for sanctions against Belarus to be adopted at the next Foreign Affairs Council.
  • This is a high voltage political problem that the European Council will have to solve.
  • Il faut faire en sorte que a aille ensemble, de faon ce que tout le monde y trouve sa part.
