Separate paths

    • Which school children went to was decided by a test taken at age 11.
    • In the early 1950s, only around 20% of children went to grammar schools.
    • But the idea of separate academic and vocational pathways has remained to this day in post-16 education, with separate qualifications available.
    • But parents and teachers – whose opinions were valuable to the students – still saw academic qualifications as the better option.

Changing the system

    • More support is needed for teachers if they are to provide even-handed advice to students and their families.
    • Vocational pathways should be recommended because this is the best option for the student, rather than a second-best option for those not as good at exams.
    • However, excluding young people with appropriate vocational qualifications maintains the hierarchies that suggest some types of knowledge are more valuable than others.
    • Now that all young people have to stay in education or training until they are 18, a system like this could feasibly be put in place.

    • Or people will complement their higher education with job-specific skills from vocational education.

Changing educational landscape worldwide

    • Just before the pandemic, global enrolments in higher education and higher vocational education were estimated at more than 200 million people.
    • Overall, it is estimated global higher education and upper vocational education has grown by more than 50% in the past 20 years.
    • It is argued this growth is driven by the expansion of higher education in developing countries, particularly India.

What is being proposed?

    • Rules can be a challenge here, especially where vocational courses are industry specific.
    • The government is yet to fully respond to a 2019 review of the Australian Qualifications Framework, which remains an important piece of the puzzle.
