Côte d'Ivoire

• United Nations weapons experts uncovered vast quantities of ammunition and weapons that Gbagbo’s government had bought illegally.

Conclusion

• In Côte d’Ivoire, domestic legitimacy problems have fuelled small arms and light weapons-seeking behaviours by state and non-state groups.
• In Ghana, a better record of applying the weapons convention stemmed from the country’s domestic legitimacy.
