Federal Home Loan Bank of Dallas Announces 2020 Advisory Council Members

The Federal Home Loan Bank of Dallas (FHLB Dallas) is pleased to announce the reappointment of five members of its Affordable Housing Advisory Council (the Council):

• Jeff Curry, Las Cruces, New Mexico
• Michelle Den Bleyker, Midland, Texas
• Chris Monforton, Gulfport, Mississippi
• Jim Petty, Van Buren, Arkansas
• Jacque Woodring, San Antonio, Texas

All appointments began January 1 and will expire in 2022.

The Council is comprised of 13 representatives from state, community and nonprofit organizations who are appointed by the FHLB Dallas Board of Directors (Board) and advise the Board on affordable housing and economic development issues.

“The Advisory Council plays a critical role in guiding the community investment offerings of FHLB Dallas,” said Greg Hettrick, first vice president and director of Community Investment for FHLB Dallas. “Together, they help ensure that our community investment dollars reach the communities where these funds can do the most good. Since the inception of our Affordable Housing Program (AHP) in 1990, FHLB Dallas has awarded more than $300 million through AHP and AHP set-aside programs assisting nearly 54,000 households.”

The reappointed members:

• Mr. Jeff Curry, of Las Cruces, New Mexico, has been involved with affordable housing most of his life. He has been the director of development for the JL Gray Company since 2004. Mr. Curry manages the company’s acquisition and development of new housing, as well as the rehabilitation of existing properties. The JL Gray Company is a for-profit management and development organization that has specialized in multifamily affordable housing for more than 35 years. The company manages more than 130 HUD, USDA and LIHTC properties in five states. In addition, JL Gray participates in affordable housing policy discussions at the state and federal level and helped create the Southwest Affordable Housing Group to foster relationships between affordable housing developers, managers and agencies.

• Ms. Michelle Den Bleyker, of Midland, Texas, has more than 25 years of professional experience in affordable housing development working with municipalities, contractors, architects and other consultants. She also has strong relationships with state allocating agencies and municipalities in New Mexico, Arizona, Texas, Utah and Oklahoma.
  
  
  She has worked more than 10 years at YES Housing, which seeks to build and revitalize communities with quality, affordable housing and accessible social services. Ms. Den Bleyker currently serves as vice president of real estate development for YES Housing where she supports all real estate development activities. Prior to joining the organization, she held various positions at the New Mexico Mortgage Finance Authority.

• Mr. Chris Monforton, of Gulfport, Mississippi, has been the president and chief executive officer of Habitat for Humanity/Mississippi Gulf Coast (HFH/MGC) since 2006 and has worked for Habitat for Humanity since 1999. HFH/MGC is a nonprofit, ecumenical Christian organization that serves the tri-county area of Harrison, Jackson and Stone. It works in partnership with community stakeholders to create innovative, sustainable housing solutions and opportunities for people to transform their lives. Mr. Monforton also provides thought leadership and drives innovation in housing and community development in local markets as well as the larger Habitat network. He has been a Habitat for Humanity International Council member since 2013, advising the Habitat for Humanity International Board of Directors and senior staff on policy considerations and strategic focus and direction.

• Mr. Jim Petty, of Van Buren, Arkansas, is a veteran business owner and CPA. He currently is president and CEO of the Strategic Realty Companies, which includes Strategic Realty Developers, Inc. Since forming Strategic Realty in 2007, Mr. Petty has overseen the development and construction of more than $100 million in real estate transactions in Oklahoma and Arkansas. His companies develop, construct, manage and provide consulting services in the affordable housing industry. They have partnered with nonprofit agencies, housing authorities, community housing development organizations and other companies, providing various services needed to make affordable housing successful. Mr. Petty also serves on the city council in Van Buren.

• Ms. Jacque Woodring, of San Antonio, Texas, is the chief of staff for Prospera Housing Community Services, which provides safe, high-quality, affordable housing with supportive services to those in need. Prospera was founded in 1993 to address the lack of quality, affordable housing for low-income individuals and families. Ms. Woodring has primary responsibility for developing and implementing Prospera’s Strategic Plan. She also acts as a liaison between Prospera and other internal and external businesses. Prior to returning to Prospera, Ms. Woodring worked for the Commonwealth Multifamily Housing Corporation as the vice president of regulatory affairs, and she provided asset management resources for two affordable rental communities in Texas.
