Horizon Investments, LLC, an industry-recognized firm providing modern goals-based investment management, today announced Calvin DeBoer, formerly Head of Digital Product & Technology, has been promoted to Chief Technology & Operations Officer (CTO/COO).

Mr. DeBoer had previously overseen a wide range of digital product and technology initiatives, including employee-facing software tools, advisor-facing software, information security and more. In this newly created role, he will retain those responsibilities while also overseeing the firm’s trading, operations, performance reporting and data functions.

Mr. DeBoer has been a member of the Horizon team since 2007 when he joined as a research analyst. Shortly thereafter, he became Head of Trading for ETFs and over the years continued to add more senior roles and responsibilities to his areas of oversight. As part of this most recent promotion, Mr. DeBoer has also joined the firm’s Executive Committee.

Mr. DeBoer is based in Charlotte and is a graduate of the University of North Carolina at Charlotte with a bachelor’s degree in Business Administration with a concentration in Finance and Economics.
